We start out at the Serial Crime Task Force Headquarters at what's presumably the Japanese headquarters proposed by L in the previous episode. This is a basic rundown of the facts they've learned so far. The perpetrator only kills criminals; deaths only occur between certain hours and are most likely between other hours. L makes a new request for all media outlets to examine when information about the victims was originally broadcast. There is a sentiment among the police, backed up by the fact that violent crimes have sharply dropped, that it's not as much of a priority to chase Kira down.
Returning to Light's story, we find he's still keeping up with his appearance by helping his little sister, Saya, with her quadratic equations. We meet Light's father - a police detective. Light uses his computer skills to examine his father's computer for information of the police investigation. He learns that they suspect a student. Light deduces that if he uses the details of the death to include the time that it occurs, he can throw off the investigators theories. L begins to figure out that whomever Kira is, he has a way of obtaining information from the Task Force Headquarters - information that he is keeping to himself. He's also suspicious of the death rate changing to one per hour for two days straight. Too perfectly contradicting the theory that Kira is a student, information which he also keeps to himself.
The Officers of the task force begin to break down, and resign rather than continue working on a case that could get them killed. They resent L's anonymity and he is suspicious of whom among them is leaking information.
Ryuk lets light know that he is merely an impartial observer; and that he's neither on Light's nor L's side. He also mentions that he feels that he's being watched by whomever is now tracking Light, even though he can't be seen, a play on his purely observational nature. They both discuss noticing that somebody's been following them.
We learn that the reason that Shinigami's write in the death note is to gain the difference in the lifespan of the human that dies, the example that's given is that if a person is intended to die at 60, and the shinigami kills them at fourty, they gain 20 years of immortal lifespan. Thus, the game becomes to shorten life. Aside from this; when a shinigami looks into the face of a human, they see the name and lifespan of the human. He offers light a bargain: get Shinigami Eyes for the price of half his remaining lifespan. This would allow Light to more easily use the Note by instantly knowing the pertinent information about any victim he could lay eyes on.
