Maki, the ex-fiancee of the Raye, the dead FBI agent from previous episodes - knows too much about Light. He was able to speak with her only by chance before she got to get her information to the task force. Light decides that he cannot let her live with this knowledge. He determines that she hasn't told anybody else, and compares notes with her about the evidence she's noticed - in reality he's writing her suicide down on the death note he's put in his pocket. Ryuk laughs, but won't say why. Light is surprised when the time comes and goes and she does not die. Light realizes that it has to be that she's used an alias.
Watari shows up at L(Ryuzaki)'s hotel; and turns out be an elderly british gentleman; it's the first time he's shown his face - which he explains as doing for his own and L's security. He presents new badges to the new task force.
Light begins to obsess over killing Maki as they walk back. His control lapses and Ryuk offers the Shinigami Eyes Deal but Light refuses. Maki indicates that she can get the rest of the way on her own, and Light has to give up the pursuit.
Ryuk laughs at Light and asks him if it's ok if she's leaving. Light becomes determined to get her name within just a couple of minutes. He invents the story that the task force is structured such that nobody can know who is involved in the Kira investigation; and that it'd be impossible for her to get her information directly to anybody at the task force headquarters.
When she becomes suspicious and asks how he could possibly know so much, he responds with an elaborate story about how he is part of the task force - and how L is heading up the investigation somewhere else. She still doesn't buy it. She explains that she once worked a case under L; and that until three months ago she was an FBI agent. It is for those reasons she believes she'd be allowed to talk directly to L. Light responds by offering her a position inside of the task force, one of the conditions of which is that she provide current identification.
Her desperation to catch Kira causes her to agree, and she provides her driver's license directly to Light as the snow falls, and a real member of the task force walks past unnoticed on his way to the original headquarters. He writes her true name in the book and tells her that he is Kira before she walks to her own death.
L explains the new IDs and for the new officers to use the new badges and new names, and not to communicate with the police department. Watagari gives the team fancy tracking belts that have a gps tracking unit in them, and an emergency call for help function.
