In the opening of Death Note 30, Near suspects Kira is a part of the task force and also that the second L and Kira are one in the same person. Of course, he only has 7% certainty of this fact. Kira's effect is rippling through Japan with reduced crime rates and criminals fearing Kira's unique brand of justice. Sakura TV's Demigowa is speaking out against anyone that dares oppose Kira and the public is getting wound up in Kira worship.
The president of the United States pulls out of the investigation out of fear of Kira, much to the rage of the task force and S.B.K. Matsuda begins to doubt the fact that Kira is necessarily a bad person. He seems to commiserate with Light in that he likes the fact that the world is changing for the better. Though Matsuda remains committed to catching Kira, he is able to see both sides of the coin. As he voices these opinions, Light begins to see himself as a martyr in that he's making the world a better place at the cost of his own soul. Light's God complex seems to be taking a firm hold as his power over the world is growing.
Mello pays Near a visit at gunpoint and secures his photograph and thus ensures that his identity is kept secret and that he's safe from the notebook. In return, Mello feels obligated to share his insight into the Kira investigation and suggests that some of the notebooks rules might be fake. He also tells Near about the Shinigami being attached to the notebook's keeper. Near deduces that the rule stating "the notebook's keeper must write another victim's name within 13 days of the first and within every 13 days after" is probably the one that is false. He calls the task force and tells Light what he's learned. Light is, of course, enraged but has no choice but to confirm that he agrees with Near's suspicions about the rule and also confirms the existence of the Shinigami. The Shinigami lies and says that all the rules are real but no one seems to be sure if they believe this since if the rule is fake, then Light's incarceration proves nothing with regard to Light's innocence. Seeds of doubt are sewn with the task force in regard to Light's innocence and they all begin to feel suspicious of Light.
Near offers to write Mello's name in the notebook to kill Mello and to see if he survives after the 13 day rule is up. He is so sure that the rule is fake that he's willing to risk his own life to prove it. The task force deliberates and decides to refuse using the notebook in this way. Even so, the task force is still suspicious of Light. Light takes after the S.B.K. with renewed fury and calls the President as Kira and orders him to use every agency at his disposal to reveal the location of the S.B.K. headquarters. He has this information passed on to Sakura TV and riots outside Near's building ensue. It would appear that Light has Near on the ropes.
